  11.      When President Dwight D. Eisenhower established Law Day by 
  12. Presidential Proclamation in 1958, he stated, ``It is fitting 
  13. that the American people should remember with pride and 
  14. vigilantly guard the great heritage of liberty, justice, and 
  15. equality under law....''  Law Day has since become an occasion 
  16. for Americans to rededicate themselves to these ideals.

  18.      This year's Law Day theme, ``Generations of Justice,'' 
  19. encourages us in law enforcement to focus on the youth and the   
  20. elderly.  These two generations of Americans are particularly 
  21. vulnerable to criminal elements because they are often helpless 
  22. to defend themselves.                                             
  23.  
  24.      This theme takes on special significance when we consider 
  25. that the generation gap in America is widening.  Those aged 65 
  26. and older are the fastest growing segment of America's 
  27. population; yet, they are perhaps the most forgotten.  
  28. Unfortunately, the elderly are easy targets for violence and 
  29. crime because they are vulnerable.  Many live in terror of being 
  30. attacked on the streets and have become virtual prisoners in 
  31. their homes.  Other senior citizens suffer from the psychological 
  32. and financial abuse inflicted on them by caretakers and even 
  33. family members.                                                   
  34.  
  35.      The children of today, America's most precious resource,  
  36. are also innocent victims.  Tragic cases of child abuse, neglect, 
  37. and sexual exploitation continue to occur.  Even unborn children 
  38. suffer abuse from the ravages of drugs that plague our society.   
  39.  
  40.      While safeguarding these two generations of Americans is not 
  41. easy, one key element to success is cooperation.  However, 
  42. cooperation should be stressed not only among members of the 
  43. criminal justice profession but also between law enforcement and 
  44. the community.                                                    
  45.  
  46.      Preventing the abuse of America's youth and its elderly 
  47. requires the total commitment of the entire criminal justice 
  48. system--from the police officer on the street to the highest 
  49. court in the land.  Police, prosecutors, and judges must bring 
  50. the full force of the criminal justice system to bear against 
  51. those who threaten the well-being of both the young and the old.  
  52.  
  53.      Yet, the battle against abuse is not law enforcement's 
  54. alone.  Positive citizen action is society's first line of 
  55. defense.  Through support of and cooperation with the criminal 
  56. justice system, citizens can enhance law enforcement's 
  57. effectiveness.  Law enforcement must work with the public to 
  58. promote crime prevention to the elderly.  We also must make a 
  59. full-fledged effort to educate our youth to the dangers of drugs.  
  60. By making citizens aware of the problem of abuse, they learn to 
  61. recognize it and hopefully to prevent it.  Awareness, education, 
  62. and prevention are three critical areas that can make a 
  63. difference in the quality of life for not only youths and the 
  64. elderly, but also for all generations of Americans.

  66.      The first step in meeting the challenges of abuse is to 
  67. focus on the seriousness of the problem and what we can do about 
  68. it.  Only then, through continuous citizen support and 
  69. cooperation, combined with the best efforts of law enforcement, 
  70. can we maintain and preserve the Constitutional rights and 
  71. freedoms guaranteed to all Americans, young and old alike.  As we 
  72. commemorate Law Day this year, let us reaffirm our pledge to 
  73. uphold the Constitution and ensure that we nuture and sustain the 
  74. principles of Law Day every day of the year.
